2、hild care and education towards poor children, America ranks high in the world. As the second largest program of early child care and education in America, the Child Care and Development Fund Program has greatly promoted

3、 the development of early compensatory education with regard to poor children in the United States, especially 0~5 year-old child care development. The CCDF program was made up by several small programs, it’s formally es

4、tablished and implemented in 1996 with the continuously promulgated and amended of a series of laws and regulations. Moreover, the most representative laws are the Child Care and Development Block Grant enacted in 1990 a

5、nd the Personal Responsibility and Work Opportunity Reconciliation Act passed in 1996. The ultimate goal of CCDF program is to increase the family income by facilitating parents from low-income families and poor families

6、 to work out through providing childcare subsidies for them, in order to effectively expand and guarantee the opportunities of receiving early child care and education for children from those families. The CCDF program h

7、as a relatively perfect system and content requirements, clarified comprehensively in federal laws and regulations, including the aspects from objectives, administration, application conditions and funding composition an

8、d distribution to the health and safety requirements, standards and monitoring and parental involvement. After nearly a decade of practice, this program has showed many characteristics. It is based on legislation and gov

9、ernment-led, pursuing the principle of local self-management. It has clear goals and a system well improved, and stresses the involvement of parents as well as the promotion of services quality. Since the implementation

10、of CCDF program, it played a great role in the development of early child care and education of poor children in America. For example, the gap of school readiness between poor children and their peer who live in economic

11、ally self- sufficient families has been gradually narrowed. The employment rate of parents in poverty has increased; therefore these families’ economic status has been improved obviously. However, there still exist some
