3、l hundred years turns into a political idea which is both mulriple and full of time sprit. It is difficult for us to understand the true meaning of freedom because nearly every scholar has his own concept of liberty.

4、Sir Isaiah Berlin put forward a theory of “Two Concepts of Liberty“ and tried to understand the essence of liberalism. “Two Concepts of Liberty“ is not only in response to the development of the concept of liberty, or

5、the dissection of the meaning and limits of liberalism, but also to clear away the misunderstandings and obstacles of liberalism by a way of exposing the inherent tense of the concept of liberty. “Two Concepts of Liber

6、ty” has aroused widespread concern in academic circles after its using in the study of Western political and legal thinking by Sir Isaiah Berlin. On the other hand, The study of Rousseau’s political and legal thought has

7、 always occupied the mainstream of the field in Western society. Many judges on Rousseau rose to its highest point in the French Revolution period and still have not stopped until today. In recent years, Rousseau’s thoug

8、ht of liberty has increasingly attracted attention of scholars. However, it is only Sir Isaiah Berlin who interpreted Rousseau's political and legal thinking by a view of positive liberty. It is necessary to understa

9、nd the impact of positive liberty on Rousseau' political and legal thinking, and the accuracy of Sir Isaiah Berlin’s interpretation. In view of this, the paper select the “Two Concepts of Liberty” as an analytical to

10、ol to discuss and research Rousseau's political and legal thinking. The main article consists of four parts. The first part recalls the development of liberalism and proposition of “Two Concepts of Liberty”. On this

11、 basis this article try to analyze the connotations and characteristics of the view of positive liberty. On the second part, this article try to explore the philosophical foundation of Rousseau's view of positive l

12、iberty. First of all, this article analyzes Rousseau's definition of freedom. Secondly ,this article analyzes the values of Rousseau's view of positive liberty from two aspects of liberty and justice. Finally, t

13、his article proposes the confliction and contradiction of liberty and justice, and finds that rationality play a important role in solving he confliction and contradiction.The third part is the main part of this article
