2、 a significant role in the economic development and social stability of a country. With the accelerating urbanization, landless peasants become a new disadvantaged group, the social security pro

3、blem of whom attracts increasingly more social attention. It is absolutely necessary to explore a long- lasting, stable and effective social insurance mechanism for the landless peasants. Therefor

4、e, research on the landless peasants’social security based on financial sustainability is of significant value, theoretically and practically. From the perspective of “ financial sustainability” , t

5、his paper aims to research into the social security problem for the landless peasants. Based on the previous literatures, analysis is made to the current situation and causes of the difficulty

6、 of this group of people. Afterwards, this paper attempts to study the sources of social insurance fund, its operations and supervision, and further examine the financial sustainability of the

7、 “ Jiaxing Mode”based on the insurance actuarial theories. Shown from analysis, peasants are faced with various difficulties when they lose lands. Resolution of the problem calls for not only fu

8、rther completing relevant laws and supervision institution, but more importantly a persistent and effective social security mechanism for them. Calculations and analysis are made by this paper to

9、wards the landless population of Shanxi Province under the current pattern, which gives evidence for the financial sustainability and effectiveness for its social insurance mechanism for the land

10、less peasants. As the task of social security for landless peasants is extremely urgent at present, it is of necessity to survey and discuss the problem from the new viewpoint of financial s

11、ustainability. Only if based on this can we find a more reasonable, effective and long lasting social security institute, and better guarantee the benefits of each group of our society. This
