3、ational community's respect for national sovereignty. However, under thebaptism of the two world wars, the international community has come to realize that it isthe common responsibility of the international communit

4、y to provide shelter for thepeople in the war-torn areas. This is the result of the development of humanitarian law inthe war, and also the inevitable requirement of human rights protection. For decades, inorder to solve

5、 the problem of refugees, the international community has made variousattempts, to make coordination and distribution among each country who should shoulderthe responsibility of the relief work, in which the EU's ref

6、ugee policy is most mature.However, from the practice of EU countries facing to the refugee crisis in Syria, theexisting common European asylum system has been difficult to sustain, and the valueorientation of the Dublin

7、 agreement has become the focus of international criticism.This is because, on the one hand, except UNHCR and some sporadic regionalinternational legal documents, international refugee law system is not perfect, and ther

8、e isabsence of necessary binding force; on the other hand, with the expansion of globalization,no country should be spared in the face of global problems. This paper starts from thediscussion of the relativity of nationa

9、l sovereignty, emphasizing that the main position ofsovereign states in the war refugee relief activities, meanwhile the paper analyzes underthe guidance of the principle of international cooperation, the responsibility

10、that thesovereign states should take in the war refugee relief work in order to make abreakthrough in international refugee law, and provide ideas and a new path of reform tosolve the problem of refugees in the world.Key
