4、urepemicsintheirtracksimaginewhatitcandofthehugevolumeofroutinetransactionsbetweengovernmentthecitizensbusinessestheyserve.Thepreviousscenariodescribesalevelofdataintegrationcommunicationthatisnotonlypossiblebutlikely—ne

5、cessary—ifgovernmentstakeadvantageofthemodernapproachestoolsavailable.Indoingsogovernmentcanbuildthefutureintoinfmationtechnologyplanning.Yetgovernmentfacestwinchallengestoachievesuchagoal—infinitedemfservicesfiniteresou

6、rcestoprovidethoseservices.Thedeliveryofservicesatthescaleneededbygovernmentrequiresinfmationtechnology.Governmentcannolongerjustifyunnecessaryduplicationofinfrastructurethatcouldotherwisebeshared.Ncanitaffdtobuildtomrow
