    • 簡介:基于BSC的國家大學(xué)科技園發(fā)展績效應(yīng)用研究重慶大學(xué)碩士學(xué)位論文(學(xué)術(shù)學(xué)位)學(xué)生姓名耿伶利指導(dǎo)教師李林教授專業(yè)行政管理學(xué)科門類管理學(xué)重慶大學(xué)公共管理學(xué)院二〇一三年五月重慶大學(xué)碩士學(xué)位論文中文摘要I摘要自2001年教育部、科技部公布第一批國家大學(xué)科技園名單至今,我國的國家大學(xué)科技園已歷經(jīng)12年的發(fā)展,它已經(jīng)成為培育高新技術(shù)企業(yè)、高層次人才和高校師生創(chuàng)業(yè)的重要基地,成為促進區(qū)域經(jīng)濟發(fā)展的又一龍頭動力。2013年1月15日,科技部網(wǎng)站公布第九批國家大學(xué)科技園名單,截至目前,經(jīng)過國家認證的國家大學(xué)科技園共有96家,根據(jù)國家大學(xué)科技園“十二五”發(fā)展規(guī)劃綱要(國科發(fā)高2011362號)的發(fā)展目標,我國將繼續(xù)重點建設(shè)100個左右的國家大學(xué)科技園。正是在此契機下,本文將平衡計分卡這一績效管理工具創(chuàng)造性的引入到國家大學(xué)科技園的績效評估系統(tǒng)中,為進一步提升國家大學(xué)科技園的質(zhì)量和效益提供一套全新的績效管理理念。平衡計分卡BALANCEDSCECARD,是一種以戰(zhàn)略制定為基礎(chǔ),全面考慮企業(yè)業(yè)績驅(qū)動因素,在平衡觀念的指導(dǎo)下,通過建立具有因果聯(lián)系的多維度評價指標體系,實現(xiàn)不斷完善的評價企業(yè)業(yè)績的新型管理系統(tǒng)。BSC由財務(wù)維度、客戶維度、內(nèi)部營運維度及員工的學(xué)習(xí)和成長維度四個部分組成,自產(chǎn)生之日起就受到各大企業(yè)的極大青睞,上世紀90年代中旬BSC引入中國以后也受到了極大地關(guān)注,不管是在經(jīng)濟組織或者其他非營利組織中都得到了廣泛的應(yīng)用,為中國企業(yè)管理和績效評估注入了新的活力。本文在總結(jié)國內(nèi)外大學(xué)科技園績效評價系統(tǒng)研究成果的基礎(chǔ)上,分析我國國家大學(xué)科技園現(xiàn)有評價系統(tǒng)的不足,結(jié)合國家大學(xué)科技園的內(nèi)涵、功能定位,將修正后的平衡計分卡應(yīng)用到我國國家大學(xué)科技園的發(fā)展績效研究中,旨在為我國國家大學(xué)科技園的發(fā)展提供參考。關(guān)鍵詞關(guān)鍵詞國家大學(xué)科技園,平衡計分卡(BSC),發(fā)展績效,重慶大學(xué)國家大學(xué)科技園
