簡介:分類號圣Z密級學(xué)號23643■■碩士學(xué)位論文題目竺線匭董建遮蟲盎峻曼匕蕉生奎巫撞堡控生亙掛綾蕉屋塹窒作者至圭整指導(dǎo)教師墊生壹耋邀學(xué)科專業(yè)塹縫銎堂提交日期三QQ查主垂旦出了研究上所存在的不足。通過本文的研究,主要得出以下結(jié)論1分析了承載力與可持續(xù)發(fā)展的關(guān)系,得出可持續(xù)發(fā)展是目標(biāo),人是紐帶,承載力則是可持續(xù)發(fā)展的基石的結(jié)論;通過基于不同承載力基礎(chǔ)之上的可持續(xù)發(fā)展定量評價方法比較√認(rèn)為基于生態(tài)承載力基礎(chǔ)更能體現(xiàn)出生態(tài)系統(tǒng)的整體系統(tǒng)效應(yīng)。2秦嶺北麓主要河流的水質(zhì)現(xiàn)狀①區(qū)域內(nèi)河流污染成分主要以有機(jī)污染為主,其次是金屬污染,金屬污染主要以鉛、汞污染為主。有機(jī)污染來源復(fù)雜,金屬污染則主要由礦山和工廠廢水引起。按地面水環(huán)境質(zhì)量III類水質(zhì)標(biāo)準(zhǔn)評價,在所測定河段中,有機(jī)污染指標(biāo)CODER超標(biāo)河段占65.85%,BODS超標(biāo)河段占35.29%;金屬污染中,鉛PB、汞HG超標(biāo)河段最多,鉛PB有6個河段超標(biāo),占14.63%,汞HG有5個河段超標(biāo),占12.20%。②在檢測的41個河段中,按綜合污染指數(shù)大小分級,共計有56.10%的河段受到不同程度的污染,其中,水質(zhì)嚴(yán)重污染的河段占7.32%,水質(zhì)重污染的河段占14.63%,水質(zhì)輕污染的河段占34.15%;共計有43.90%的河段水質(zhì)較好,其中,水質(zhì)尚清潔的河段占34.15%,水質(zhì)清潔河段占9.76%。③區(qū)域內(nèi)水污染已較為嚴(yán)重,使得河流水環(huán)境承載能力降低,水環(huán)境安全已經(jīng)受到一定程度的威脅。3秦嶺北麓生態(tài)承載力狀況運(yùn)用高吉喜的生態(tài)承載力理論,通過秦嶺北麓11區(qū)縣建國以來的統(tǒng)計資料數(shù)據(jù)計算分析得出,①秦嶺北麓生態(tài)系統(tǒng)的生態(tài)彈性指數(shù)均在50以上,生態(tài)彈性力大都處于中等水平,生態(tài)系統(tǒng)具有中等的自我維持與自我調(diào)節(jié)能力;②資源在數(shù)量上均具有較高的承載能力,其中水資源承載指數(shù)大都介于50.70之間,土地資源承載指數(shù)則都在70以上。但仍然滿足不了需求,資源的承載壓力度幾乎均大于1,說明資源的承載已超負(fù)荷,尤其是水資源,承載壓力非常大,超負(fù)荷最為嚴(yán)重,水資源已成為社會進(jìn)步、經(jīng)濟(jì)發(fā)展的制約因素;③環(huán)境承載能力也較弱,污染問題比較嚴(yán)重,有潛在的污染隱患。4秦嶺北麓可持續(xù)發(fā)展?fàn)顩r基于生態(tài)承載力之上的可持續(xù)發(fā)展定量計算結(jié)果表明,建國以來秦嶺北麓的社會經(jīng)濟(jì)生態(tài)系統(tǒng)的表現(xiàn)層得到了很大的發(fā)展,但資源和生態(tài)環(huán)境的承載能力生態(tài)系統(tǒng)的支持層卻沒有得到相應(yīng)的發(fā)展甚至還在不斷降低,表現(xiàn)層的發(fā)展在很大程度上是靠犧牲支持層換來的,所以秦嶺北麓目前這種發(fā)展是一種不可持續(xù)的發(fā)展,仍有眾多潛在的不利因素阻礙其可持續(xù)發(fā)展的進(jìn)程。本文的創(chuàng)新之處1把秦嶺北麓的生態(tài)環(huán)境保護(hù)與可持續(xù)發(fā)展戰(zhàn)略同整個關(guān)中地區(qū)的生態(tài)安

簡介:重慶大學(xué)工程碩士學(xué)位論文渝北區(qū)龍興鎮(zhèn)環(huán)境保護(hù)規(guī)劃研究碩士研究生王東指導(dǎo)教師徐龍君教授兼職導(dǎo)師趙慶高級工程師工程領(lǐng)域環(huán)境工程重慶大學(xué)資源及環(huán)境科學(xué)學(xué)院二OO七年十月I摘要本文概述了小城鎮(zhèn)環(huán)境規(guī)劃的理論基礎(chǔ)以及環(huán)境規(guī)劃目標(biāo)與指標(biāo)體系、程序與方法。根據(jù)重慶市渝北區(qū)龍興鎮(zhèn)的總體規(guī)劃,調(diào)查分析龍興鎮(zhèn)的環(huán)境質(zhì)量現(xiàn)狀,制定各規(guī)劃水平年的環(huán)境保護(hù)目標(biāo)和相應(yīng)措施,以逐步改善生態(tài)環(huán)境質(zhì)量、使環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展。目前,龍興鎮(zhèn)存在環(huán)境保護(hù)投資不足,各項環(huán)境保護(hù)設(shè)施缺乏等問題。如果不采取相應(yīng)的有效措施,隨著經(jīng)濟(jì)的發(fā)展和人口的增加,環(huán)境空氣質(zhì)量和水環(huán)境質(zhì)量都將進(jìn)一步惡化,進(jìn)而直接影響到全鎮(zhèn)的經(jīng)濟(jì)發(fā)展和人民的身體健康。為了改善龍興鎮(zhèn)的環(huán)境質(zhì)量,規(guī)劃研究認(rèn)為應(yīng)當(dāng)嚴(yán)格控制“三廢”排放量,提高“三廢”處理能力和綜合利用能力,確保工業(yè)廢水100的處理率和達(dá)標(biāo)率。并且,分兩期完成城市污水處理廠建設(shè),完善雨污管道系統(tǒng),確保2020年鎮(zhèn)內(nèi)地表水水質(zhì)全面保持或優(yōu)于重慶市地面水水域功能類別劃分規(guī)定的標(biāo)準(zhǔn)。加強(qiáng)全鎮(zhèn)的綠化建設(shè)、生態(tài)農(nóng)業(yè)建設(shè)和自然景觀生態(tài)建設(shè),確保到2020年各項環(huán)境空氣質(zhì)量指標(biāo)均優(yōu)于二級,鎮(zhèn)內(nèi)污水處理率達(dá)到80以上,建成區(qū)綠化覆蓋率大于40,生活垃圾無害化處理率達(dá)到98,初步形成社會、經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展的良好局面。關(guān)鍵詞環(huán)境規(guī)劃,龍興鎮(zhèn),環(huán)境保護(hù),污染控制

簡介:廣西師范大學(xué)碩士學(xué)位論文科學(xué)技術(shù)與廣西百色生態(tài)環(huán)境保護(hù)姓名梁劍申請學(xué)位級別碩士專業(yè)科學(xué)技術(shù)哲學(xué)指導(dǎo)教師黃瑞雄20070101II環(huán)境污染、資源破壞等生態(tài)危機(jī)的形成、加劇,人們開始從生態(tài)角度來審視科技及其作用。然而,人們并沒有從生態(tài)環(huán)境的角度對科學(xué)技術(shù)的價值進(jìn)行系統(tǒng)的分析和闡述,致使許多人至今還不知道科學(xué)技術(shù)究竟對生態(tài)環(huán)境有沒有價值,其價值的表現(xiàn)又是什么如何正確地認(rèn)識和實(shí)現(xiàn)科學(xué)技術(shù)對生態(tài)環(huán)境的價值呢這正是本文探討和解決的問題。本文共分三章,第一章,主要從正、負(fù)兩方面論述科學(xué)技術(shù)與生態(tài)環(huán)境的關(guān)系科學(xué)技術(shù)對環(huán)境的正面影響主要是科技進(jìn)步使人類對自然界的認(rèn)識和改造不斷加深和拓寬,并且科學(xué)技術(shù)是實(shí)現(xiàn)可持續(xù)發(fā)展戰(zhàn)略的基本手段;而科學(xué)技術(shù)對環(huán)境的負(fù)面影響則是科學(xué)技術(shù)對人類賴以生存的自然環(huán)境、自然資源產(chǎn)生了負(fù)面影響。第二、第三章是論文的重點(diǎn)部分,第二章通過了解百色面臨的生態(tài)環(huán)境問題以及分析百色的科技資源現(xiàn)狀,總結(jié)出生態(tài)環(huán)境建設(shè)缺乏可持續(xù)發(fā)展的政策,生態(tài)環(huán)境建設(shè)存在障礙,科技資源落后,以及科技發(fā)展水平低,是造成百色生態(tài)環(huán)境問題的主要原因。第三章根據(jù)前一章對百色的生態(tài)環(huán)境狀況及科技資源狀況的分析,具體提出了利用科學(xué)技術(shù)保護(hù)生態(tài)環(huán)境的一些策略。本文的創(chuàng)新之處在于筆者借鑒前人的理論研究成果和國內(nèi)其他一些地區(qū)科技與環(huán)境協(xié)調(diào)發(fā)展的經(jīng)驗(yàn),擬從百色生態(tài)環(huán)境的角度對科學(xué)技術(shù)的價值進(jìn)行研究,以期實(shí)現(xiàn)科學(xué)技術(shù)與人、社會和生態(tài)環(huán)境良性互動、協(xié)調(diào)發(fā)展這一目標(biāo)。關(guān)鍵詞關(guān)鍵詞科學(xué)技術(shù)百色生態(tài)環(huán)境

簡介:隨著區(qū)域經(jīng)濟(jì)一體化進(jìn)程的加快,區(qū)域性公共事務(wù)問題變得日益嚴(yán)重和緊迫,這些問題與區(qū)域的公共利益息息相關(guān)。環(huán)境保護(hù)是一項涉及面廣、運(yùn)作機(jī)制復(fù)雜的系統(tǒng)工程,往往涉及到兩個或兩個以上行政區(qū)的利益關(guān)系。現(xiàn)實(shí)中剛性的行政區(qū)劃使各地方政府往往從其自身利益出發(fā),對政策調(diào)控范圍模糊、難以界定的區(qū)域環(huán)境問題傾向于采取不合作與“搭便車”的態(tài)度,或?qū)⒅卫沓杀巨D(zhuǎn)嫁給他方,從而導(dǎo)致區(qū)域環(huán)境問題得不到有效解決,頻頻發(fā)生各種環(huán)境危機(jī)。如何建構(gòu)與健全地方政府之間的環(huán)境保護(hù)協(xié)調(diào)制度,使地方政府之間形成一種良性的協(xié)調(diào)合作關(guān)系,是一個值得深入研究的課題。本文把環(huán)境問題的本質(zhì)特征與地方政府經(jīng)濟(jì)職能與環(huán)保職能之間的矛盾以及地方政府間在區(qū)域環(huán)境中產(chǎn)生的利益關(guān)系作為問題研究的邏輯起點(diǎn),對地方政府合作的困境從理論和制度兩方面進(jìn)行深入分析,再與之對應(yīng)構(gòu)建一個合作的制度框架,意圖為各地方政府在處理區(qū)域環(huán)境問題上制定出雙贏或多贏的發(fā)展戰(zhàn)略提供制度基礎(chǔ)。
