4、ent risk, controlling the contamination. It is an important method to establish anew regular system of the environment risk. The environment insurance in westernnations started earlier. The insured organization has exper

5、ienced the process of insuredby individual insurance company to insured by united insurance companies. It presentsthe tendency of unities unceasingly and the insured range expands unceasingly；Theinsurance pattern is enri

6、ching unceasingly, and the main performances are thecompulsory insurance, “the compulsory insurance adding the voluntary insurance“ and“the compulsory insurance adding the governmental instruction“ and so on. However, in

7、our country, the research on theory is less and only partial cities have carried on theattempt in the practice. Therefore, it is valuable to explore in both the theory andpractice of environment insurance.The environment

8、 insurance breaks through the way of traditional redress of rightinfringement, and is a new method of environment risk regulation; its implementationcannot leave the government’ s participation and the support of correla

9、tive legal system.By taking comparative analysis to the domestic and foreign theory and practice of theenvironment insurance, this article proved the possibility and necessity to carry outenvironment insurance in our cou

10、ntry, and educed its character (that is, containingcommercial character and the political character, and proposing the pattern of “the tradefirstly, the state investment secondly“). Especially, it emphasized the governme
