4、 their Raglan Mine since 1998. The port was originally built in 1971 to service a former asbestos mining operation. In 2003, after 33 years of service, the wharf was identified as in need of a comprehensive repair pro

5、gram in order to maintain it in a safe and operational condition. However, the extent of deterioration was not apparent until a detailed inspection in the summer of 2005 revealed that the structure was suffering from a

6、n aggressive bacterial attack of the steel sheet piles and a localized collapse in the near term was a strong possibility. Emergency repair measures were designed and initiated and the planning for a complete wharf re

7、habilitation program implemented. . Construction of a complete replacement of the wharf structure was scheduled for the summer of 2007. During the project planning phase, it became apparent that due to the global deman

8、d for nickel combined with the limited nickel concentrate storage capacity at Deception Bay, there was intense pressure from the owners to maintain shipping schedules. To avoid any possible disruption to operations, a

9、nd with the added constraint of a four- month ice-free construction window, the conventional construction method of using steel sheet piles for Arctic deep-sea wharves, was no longer a feasible option. In order to meet

10、 all of the commercial and construction limitations and constraints, the only rehabilitation option considered possible within the timeframe was to construct new structures using concrete caissons. This paper presents

11、an overview of the project approach taken and some of the unique features that were incorporated into the design to overcome the inherent problems of working in a remote location, and the project constraints related to

12、 a very short construction window and allowing the mine to continue shipping operations during construction. BACKGROUND The Deception Bay Port is located on the Hudson Strait in the Canadian Arctic in northern Quebec

14、all rights reserved.Several key objectives to address the project constraints were considered in almost every aspect of the wharf replacement planning and design. ? Onsite construction hours in the Arctic region were t

15、o be maximized to improve the construction schedule and reduce the crew size to ease pressures on transportation and housing. ? The chain of supply and product export was to be maintained for the nickel mine by allow

16、ing vessel operations throughout the construction window ? Facility installation had to be completed within the short ice-free construction window. WHARF REPLACEMENT SOLUTION In October 2006, the project was approved w

17、ith a budget of $54 million and a planned completion of November 2007. With the final selection of an approved concept, the design team moved quickly to prepare the design package with the intent to issue an early ten

18、der call to general contractors. This would allow for early equipment mobilization on an icebreaking vessel scheduled to arrive on site in January 2007. Figure 1 provides a plan view showing the old and new wharf arra

19、ngements. Figure 1 - Old and New Wharf Arrangements Construction Lodging. A lack of facilities to lodge the crews was identified as a critical hurdle to overcome for successful construction execution. The port site alr

20、eady had a 35 person camp, but more than 50 additional rooms would be required to accommodate the crews required to construct the new wharf. Located 100 km away from the main mine camp by gravel road, the Deception Bay

21、 port was considered too far away to effectively commute workers for each construction shift. After a proposed plan to use a vessel-based camp was abandoned because of sea-ice risks, the project team sought to make us
