3、tisaresultoftheinabilityofthefmalsecttogenerateadequateemploymentopptunities.Theinabilityofthefmaleconomytogenerateemploymentisfurtheraggravatedduetothechangesintheconceptofemployabilitytheganizationofwkwhichisacterizedb

4、ylabmarketflexibilisationincludingnonstardfmsofemploymentshterproductcycles.Thismeansthatthosewhoareunabletoacquirethenewskillsfemployabilitywillfinditdifficulttofindjobs.Theprocessofskillsfmationftheinfmalsectisfurtherc

5、hallengedbytheinadequatecapacityoffmalsectinstitutionsthenonaffdabilityoffmaltrainingfthosewhowanttoacquireskillsaswellasbythedemfskillshiftsinresponsetochangesineconomicregimesmanagementthewldover.Thetraditionalsystemis

6、furtherconstrainedbyitsinabilitytoreachthedisadvantagedwhomostlyfallintheinfmalsecttoreducediscriminationinaccesstotrainingeducationthusreducingtheirchancesofenteringthecompetitivelabmarketsintheneweconomicder.Thepresent

7、strategicpolicypaperseekstoprovideanunderstingoftheissuesoptionsinvolvedineducationtrainingskilldevelopmentfdecentwkintheinfmalsectinBangladesh.Thepapersuggestsapolicyframewkfimprovingtheskillsofthewkfcetherebyenhancingw

8、keremployabilitypersonswhomaybefamilymembershiredwkers.Activitiesintheinfmalsectenterprisesinclude:nonfarmactivities(poultryfisherieslivestock)industrialactivities(manufacturingprocessingrepairing)tradingservicesconstruc

9、tiontranspt.About98percentofthewkfcein‘a(chǎn)griculturefestryfisheries’wasintheinfmalsectin1996.Inthethreesectsof‘construction’‘transptstagecommunication’‘tradehotelrestaurant’infmalsectwkersconstitutedmethan80percentofthewkf

10、ce.Thecrespondingsharesofthe‘manufacturingsect’the‘householdsect’aremethan50percent.Theinfmalsectaccountedf34percentlessofthewkfceinonlytwosects:‘financebusinessservices’‘electricitygaswater’.AccdingtotheBBS(1996)themain

11、occupationsofinfmalsectwkersarein:agriculturefestfisheries(71%)sales(11%)productiontranspt(3%)service(2%)professionaltechnicalareas(1%)(BBS1996).Theoccupationofaround10percentoftheinfmalsectwkersis‘notadequately’defined(

12、BhattayaFaiz&Zohir2000).Inthetotalwkfceofthecountryselfemployedselfemployedwkersaccountedf32percentwhiletheshareofunpaidfamilywkersdaylabourerswas37percent18percentrespectively.Thesethreecategiestogetheraccountedf87perce

13、ntofthetotallabourfce.MostofthesewkersbelongtotheinfmalsectwhichshowsthatthissectisthelargestsourceofemploymentinBangladesh.Withincreasingruraltourbanmigrationtheinabilityofagriculturethefmalsecttoabsbtheeverincreasingas
