31、是一個有著共同價值觀念的同質(zhì)人口組成的關(guān)系和睦、守望相助、有人情味的社會關(guān)系和社會實體。社區(qū)的社區(qū)服務(wù)和社區(qū)參與是社區(qū)建設(shè)的兩個重要方面。我本次調(diào)查內(nèi)容是按照廣義的社區(qū)服務(wù)來理解的，即社區(qū)服務(wù)的具體內(nèi)容包括社區(qū)就業(yè)服務(wù)、社區(qū)救助服務(wù)、社區(qū)衛(wèi)生服務(wù)、社區(qū)安全服務(wù)、社區(qū)文化、教育和體育服務(wù)、社區(qū)老年服務(wù)、社區(qū)環(huán)境服務(wù)及社區(qū)商服務(wù)。社區(qū)參與是指社區(qū)居民自覺自愿地參加社區(qū)各種活動或事務(wù)的過程。作為社區(qū)服務(wù)的實體，居民的參與對于社區(qū)的發(fā)展將起到很

32、大的作用。沒有居民的積極參與，社區(qū)服務(wù)就不可能落到實處。所以現(xiàn)代社區(qū)的建設(shè)和發(fā)展必須重視居民的參與和民主精神的實踐。由此看來社區(qū)服務(wù)和社區(qū)參與相互聯(lián)系并相互影響，這兩者的關(guān)系必須得到妥善的處理。自20世紀80年代中期至今20多年來，我國的城市社區(qū)服務(wù)取得了相當(dāng)大的成就。盡管如此，由于我國的社區(qū)工作起步較晚，所以城市社區(qū)服務(wù)的發(fā)展還存在著這樣或那樣的問題，與社區(qū)居民的實際需要還有較大距離?，F(xiàn)階段階段我國的社區(qū)工作所呈現(xiàn)出的一種局面是：居民
