4、dulefimplementingthesixtheditionoftheManualAccdingtotheimplementationstrategyfthesixtheditionoftheBalanceofPaymentstheInternationalInvestmentPositionManualadoptedatthe22ndsessionoftheStatisticsDepartmenttheBalanceofPayme

5、ntsStatisticalCommitteeoftheIMFinNovember2009allmembercountriesbegantosubmitbalanceofpayments(BOP)internationalinvestmentposition(IIP)statisticstotheIMFinthestardfmatasspecifiedinthesixtheditionoftheManualfrom2012.Since2

6、014theIMFwillnotacceptstatisticsinthefmatofthefiftheditionoftheManual.MeanwhilecountriesareencouragedtocollectconductstatisticsonthebasicBOPdatainlinewiththestardsofthesixtheditionoftheManual(BPM6).Ithasbeenlearnedthatne

7、arly30countries(regions)haveimplementedBPM6itisexpectedthatbytheendof2014thisnumberwillreach70–80.ImplementingBPM6isthefirsttaskinthetoppriitywkfthetermplanoftheIMF.II.ProgressinimplementationofthesixtheditionoftheManual

8、bythemajeconomiesBytheendof201336economies(countriesregions)hadimplementedBPM6fcollectingconductingstatisticspreparingtheBOPstatisticssucheconomiesincludetheUSCanadaAustraliaRussiaSingapeSaudiArabiasofth.Francebegantopub

9、lishtheJanuary2014BOPstatisticsfthefirsttimeinMarch2014.TheEuropeanCentralBank(ECB)EurostatwillpublishtheBOPstatisticsofallEUmembercountriesfthefirstquarterof2014eachquarterof2013inlinewithBPM6inthefourthquarterof2014.Ja

10、panreleasedtheBOPstatisticsfJanuary2014accdingtoBPM6fthefirsttimeinMarch2014.TheaboveinfmationhasbeenreleasedontheofficialWebsitesoftheIMFECBthecentralbanksofallcountries.Thedetailsareasfollows:SerialNo.Economy(countryre

12、ingthelatestrequirementsassetfthinthesixtheditionoftheManualtheSAFEhasbeenvigouslypromotingtherevisionwkoftheMeasuressince2009basedontheactualsituationinChina’sBOPstatisticalwkcombinedwiththetrendsoftransfmationinChina’s

13、feignrelatedeconomicdevelopmentfeignexchangeadministrationmode.SuchrevisionshavebeenincludedintherevisionplanoftheadministrativelawsregulationsoftheStateCouncilonthreeoccasionsaftermanyconsultationsithasbeenconfirmedthat

14、theMeasuresshallberevisedinthefmofanamendment.InNovember2013StateCouncilPremierLiKeqiangsignedDecreeNo.642oftheStateCouncilissuingtheDecisionoftheStateCouncilonAmendingtheMeasuresontheDeclarationoftheBOPStatisticswhichto

15、okeffectasofJanuary12014.ThirdtheStatisticalSystemfExternalFinancialAssetsLiabilitiesTransactionshasbeenrevised.IndertomatchthestatisticsontheflowstockofChina’sexternalfinancialassetsliabilitiesclosethestatisticalgaparis

16、ingfromsuchitemsasfinancialderivativeproductsemployeestockoptionssofthrefinetheclassificationsinterpretationsoftheindicatsofthefinancialinstrumentstheSAFEbeganthewkofrevisingthestatisticalsystemofexternalfinancialassetsl

17、iabilitiesinearly2011makingimprovementsreconfigurationsinsuchareasasthestatisticalstardsscopeinterpretationoftheindicatscollectionchannelsthescopeofthedeclaringentities.Meanwhileconsiderationhasalsobeengiventotherelevant

18、requirementsofinternationalstardssuchastheCodinatedPtfolioInvestmentSurvey(CPIS)theStatisticsofBankofInternationalSettlement(BIS).Duringtherevisionprocessrelevantdeclaringentitiessuchasbankswereinvitedtoparticipateinonma

19、nyoccasionsfieldsurveyshavebeenganizedinbankssecuritiesinstitutions.InadditiontheSAFEhassolicitedopinionsfromtherelevantministriescommissionsSAFEbranchesthedeclaringentitiesanewstatisticalsystemincluding11majcategies31fm

20、s(previouslyonlysevenstatementswereinvolved)hasbeenfinalized.ThesystemwassubmittedtotheStateStatisticalBureaufapprovalinOctober2013wasreleasedexternallyinDecember.ThesystemofficiallytookeffectasofSeptember12014.Fourththe

21、ClassificationCodesfTransactionsofFeignrelatedReceiptsPaymentshavebeenrevised.TheClassificationCodesfTransactionsofFeignrelatedReceiptsPaymentsserveasthececlassificationscodesfindirectdeclarationsoftheBOPstatisticstheind

22、irectdeclarationsarethemajsourceoftheBOPstatisticsofthemonthlyreptsonthecrossbderfundflowsofbanksonbehalfoftheirclients.Indertocollectindirectdeclarationstatisticsinlinewiththelatesttransactionclassificationsrequirements

23、assetfthinthesixtheditionoftheManualtheSAFEbegantherevisionwkattheendof2011conductedmanydiscussionssolicitedopinionsfromstatisticalreptinginstitutionssuchasbanksusersofthestatisticstherelevantministriescommissions.Therev

24、isedClassificationCodesfTransactionsofFeignrelatedReceiptsPayments(2014version)waspublishedexternallyinApril2014wasimplementedasofMay12014.Fifththeestablishmentofadiversifiedstatisticalsurveysystemhasbeenstudied.Withavie
