3、le to promote the performance of the organization. Although large numbers of high quality intellectual employees clustered in institutes, the employees' loyalty is not suitable to the organizations. The quali

4、ty human resource in institutes contributes less obviously competence. This phenomena is obviously representative among all the large national research institutes. According to this phenomena, and based on hierarc

5、hy of needs theory and equity theory, also with the loyalty theory, take the institute as example site the demonstration study, discussion about every kind of the methods to improve employee's

6、 loyalty, I'd like to bring forward an issue to solve this problem to achieve the approach and goal of human resource management in all the research institutes. And we could demonstrate

7、the possibility to validate this proposal. Through theories analyzing and practicing, I believe that after understanding it's employee's demand, the institute should find ways to improve the legal system env

8、ironment from the outside, and from the inside to build up employees' loyalty through different methods, like, reasonable salary system, complete welfare system, wonderful shared vision, recognized organizational cul
