7、progressiveeconomicrefmwhichissuccessfullytransfmingthecountryˇscentralplanningsystemintoamarketeconomy.InthistransitiontheprivatesecthasbeenthedrivingfcebehindChinaˇsremarkableGDPgrowth.ersonetal.(2003)pointoutthatthemo
8、stsignificantphenomenoninChinaˇscurrentrefmisthedeclineofstateownedenterprisestheriseoftheprivatesect.HoweverthereisstillalackoffirmlevelevidenceontheperfmanceofprivateenterprisesinChinamainlyduetothe3ContractingAbilityI
9、ssuesEvenifthestatecitizensagreethatprofitmaximizationistheonlygoaltobepursuedbySOEscontractingabilityissueswillalsomakestateownershiplessefficientthanprivateownership.Propertyrightsliteraturesuggeststhatthereisabroaderr
10、angeofmonitingdevicesunderprivatelyheldownership.Alchian(1977)notesthatbehaviunder[stateprivate]ownershipisdifferentnotbecausetheobjectivessoughtbyganizationsundereachfmaredifferentbutinsteadbecauseevenwiththesameexplici
