5、f social security funds included restriction of present policies， dispersed management， the lack of related laws， etc. For eliminating these influence factors，this article proposes that a social security bank which is re

6、sponsible for investment and operation of social security fund be set up to solve these problems. It can minimize the cost of administration and ensure to maximum return. This article aims to make explanation of establis

7、hing which is on the basis of research results. In this article，we demonstrate the necessity and feasibility of establishing the Social Security Bank in details and define its nature. In this article，we also clarify the
