2、cial needs, the paper studies the current property management achievements in China and foreign countries. It also analyzes the influential factors of the property management from the aspects of
3、 the production technology development, the theory of the modern property right, the innovation in property system, the needs of the real estate consumption, the club items properties service m
4、anagement, the requirements of social division and specialization, the legal requirement in entrust -proxy relationship. On the thorough investigation and research about Shenyang's current property manag
5、ement development, the paper classifies the existing problems. Four reasons are concluded, which respectively come from the government part, property management enterprise part, developer part, and owner p
6、art. Meanwhile, the paper makes a deep research on the external reasons of the economy, concept and system and the internal reasons about the improper enterprise behaviors within the property manag
7、ement industry, non- economic property management, and historically left problems from the real estate developers. On the basis of the above study, the paper puts forward the concept of changing
8、the concepts, rationalizing the property management system, strengthening the construction of owner committees, clearing the property rights, strictly managing the contract to establish and perfect
9、the legal system of property management. At the same time, the paper makes a deep research on the aspects of the necessity, feasibility and specific operation method about forming a realty manag
10、ement enterprise group. It proposes that a realty management enterprise in the market mechanism should be a realty management enterprise group with execute diversified ownership and asset reorganizat
11、ion. By implementing modern property management mode of the administrative area management, it will gradually replace the existing “traditional + modern“ two- way managing mode. Finally, the paper
12、 proposes some suggestions to the government administration, property management enterprises, and owner that the government should implement the property management by unified planning and managing
13、 in administrative areas. On the basis of natural urban areas planning, taking the favorable management, work and life as the principle, taking the urban whole management level as the purpose, s
14、etting several property areas, turning the spread management into a centralized management, the property management can form obtain the whole advantage. Property management department should strengthen the
15、 market mechanism, guide a realty management enterprise actively participate in market competition, and operate in a scale and diversified management path. On the basis of understanding a clear
16、property management scope, a realty management enterprise should develop a quality responsibility system, strengthen internal management, and promote standardization of property management service. O
