簡介:遼寧師范大學碩士研究生學位論文論文題目縣市區(qū)域層面的生態(tài)環(huán)境質量評價與規(guī)劃研究以F河市為例研究生湯姿指導教師尹懷寧教授學科專業(yè)自然地理學年級2002級遼寧師范大學研究生部縣市區(qū)域層面的生態(tài)環(huán)境質量評價與規(guī)劃研究1研究綜述11研究目的及意義環(huán)境與發(fā)展問題已成為當今社會普遍關注的重大問題。生態(tài)環(huán)境是人類社會生存與發(fā)展的基礎,其質量的好壞,直接影響工農(nóng)業(yè)生產(chǎn)建設和人民生活質量,進而制約著社會經(jīng)濟的發(fā)展。保護和建設好生態(tài)環(huán)境,實施可持續(xù)發(fā)展戰(zhàn)略,是我國現(xiàn)代化建設中必須堅持的一項基本國策。區(qū)域生態(tài)環(huán)境是區(qū)域經(jīng)濟社會可持續(xù)發(fā)展的核心和基礎。生態(tài)環(huán)境評價的根本目的就是監(jiān)測和評估特定區(qū)域生態(tài)環(huán)境系統(tǒng)結構在人類和自然因素共同作用下的變化狀態(tài)和變化規(guī)律為生態(tài)環(huán)境保護和規(guī)劃提供決策依據(jù)。本著因地制宜的原則,從可持續(xù)發(fā)展的角度出發(fā),對區(qū)域生態(tài)質量進行綜合評價,在充分分析環(huán)境問題的基礎上,尋求改善和提高生態(tài)環(huán)境質量的方法和途徑,以協(xié)調社會經(jīng)濟發(fā)展與生態(tài)環(huán)境保護之間的平衡關系,對于本地區(qū)生態(tài)環(huán)境的保護和建設,以及區(qū)域內(nèi)社會、經(jīng)濟與資源、環(huán)境的可持續(xù)發(fā)展都具有重要意義。同時也為制定區(qū)域生態(tài)環(huán)境規(guī)劃措施提供科學依據(jù),及為有關部門制定各種政策提供必要的信息支持。當前在生態(tài)環(huán)境研究領域。生態(tài)環(huán)境質量評價和規(guī)劃在以大城市為中心的研究取得了長足進展,但是對于縣市級區(qū)域的生態(tài)質量評價尚很薄弱。這是因為特大城市或大城市是一個地區(qū)政治、經(jīng)濟和文化的中心,由于社會經(jīng)濟的發(fā)展導致了城市生態(tài)環(huán)境問題比較突出,主要表現(xiàn)在環(huán)境污染方面,因而生態(tài)質量評價以及后期的生態(tài)城市建設研究多集中在這些生態(tài)問題突出、并且研究基礎較好的地市級區(qū)域層面。然而在我國,縣市級地域遼闊,往往是中心城市生產(chǎn)和生活的能源、物質供應基地、以及所賴以生存的生態(tài)環(huán)境背景。從系統(tǒng)論的思想來看,縣級區(qū)域層面的生態(tài)環(huán)境質量不僅關系到本區(qū)域的生態(tài)安全問題,同時也必然對中心城市產(chǎn)生重大影響。所以在重視中心城市生態(tài)問題的同時,也必須重視其周邊區(qū)域的生態(tài)研究。本文從當前生態(tài)環(huán)境研究現(xiàn)狀出發(fā),選擇縣級區(qū)域層面的生態(tài)環(huán)境質量為切入點進行研究,力圖為我國開展縣級市生態(tài)環(huán)境區(qū)域評價和規(guī)劃提供借鑒。莊河市為大連市的一個縣級市,南臨黃海,北部為遼東丘陵山地的一部分,地勢由南向北逐次升高,生態(tài)環(huán)境復雜,生物多樣性豐富。莊河地區(qū)的自然地理環(huán)境和生態(tài)功能,在大連市和遼東半島地區(qū)有著重要的區(qū)域生態(tài)環(huán)境作用;北部低山丘陵地區(qū)是大連市植被最為繁茂的地區(qū)。同時也是眾多河流的發(fā)源地,為重要的林、蠶基地;南部治海平原則為大連市重要的糧食生產(chǎn)基地及土地后備資源儲備地區(qū);沿海則分布著大面積的灘涂,為發(fā)展水稻生產(chǎn)和海產(chǎn)養(yǎng)殖業(yè)提供了廣闊的前景;海島則是重要的海洋水產(chǎn)業(yè)基地;同時境內(nèi)碧流河水庫和英那河水庫擔負著向大連市供水的任務,是大連市的水源地。因此,保持良好的生態(tài)環(huán)境不僅是發(fā)展區(qū)域經(jīng)濟、實現(xiàn)本地區(qū)可持續(xù)發(fā)展的重要基礎,也關系到大連市乃至遼東半島地區(qū)經(jīng)濟發(fā)展和生態(tài)安全問題。莊河市依托大連市這一中心城市,目前正面臨著建設“大大連”和“振興東北老工2
