3、ications network has attracted increasing interest of researchers in recent years. Energy saving in the communication networks may focus on individual element level, route level and the network topology level. Power-awa

4、reness can be used on system design, network design and protocols design. When the network traffic and link utilization are low. Network traffic redirection can be guided under certain methods, so that part of the nodes

5、and the links are off or in low-power state, thus achieving effective management of energy and utilization. In order to make some quantitative and qualitative analysis of network planning problem, some mathematical mod

6、els for the certain type of networks are established. Communication network planning can mostly be summarized as a mixed linear program problem, which can get the best suitable answers under certain constraints. Based on

7、 the current methods and technologies of green planning and design on the communication network, the thesis proposes an algorithm which considering both of nodes and links cost. According to flow deviation algorithm, Tur

8、ning all previously open nodes and links that are empty following in the deviation on, and turning nodes and links that now have flow on. Then we verify the algorithm on certain topologies with different flow, and also m

9、ake comparisons with the algorithm that only considers links cost, the results show that it makes remarkable effect when considering nodes and links cost together. KEYWORDS: Communication Network Planning, Energy Aware
