3、gement of livestock affected by population growth and other factors , the herdsman 's income is also subject to varying degrees of impact. Consumption is the total process of material production and the ultimate goal

4、 and motivation, it is necessary for the economic development of animal husbandry to analyze consumption issues. The research on consumer issues has been well developed , but empirical analysis about herdsman’s family

5、business expenditure especially the productive consumption expenditure is still relatively scarce. The same model can not be used in another region because of the vast territory, the large differences of the resource di

6、stribution and humanistic environment. In this article, the writer select the Xilinhot city as a base for the research, take sample of 137 herdsman households by the random sampling method. The consumption levels and con

7、sumption structure of herdsman from 2007 to 2010 has been analyzed firstly, followed by a comparative analysis of section data on consumption of different income groups, then made a ELES model on cross-sectional data wit

8、h Excel2003 and finally related policy for the existing problems. The main conclusions: ⑴The intensive degree of animal husbandry management is lower in low- income group, there is the problem of excessive feed waste a

9、nd high grazing density. ⑵ “Cash as giving” and education cost is more. The consumption structure is wanted to be rationality as soon as possible. ⑶Fixed assets investment is a little lower than planned due to the high

10、standard of consumption credit, financing systems in pastoral areas need to be further optimized. ⑷ For fodder and fixed assets' own-price elasticity is the largest, if the price of both of them can be reduced reason

11、ably, their consumption will be increased rapidly. Based on the above research conclusion, this article suggested as follows: pay more attention to social fairness, and narrow the gap between rich and poor; enlarge the s

12、cale and intensive degree of animal husbandry management; improve charge system of noncompulsory education; accelerate the consumer credit in pastoral areas, optimize the financing system. Key words: Herdsman ；Product
