4、ularpracticeoftheMDBstointroduceadditionalClausesintheConditionsofParticularApplication(“ParticularConditions”)indertoamendprovisionscontainedintheFIDICGeneralConditions.Theseadditionalclausesinmanycaseshavestardwdingwhi

5、chhastoberepeatedwheneverprocurementdocumentsarebeingpreparedfanewproject.FurthermetheprovisionsinbiddocumentsincludingtheadditionalclausescontainedintheParticularConditionsvariedbetweentheMDBsthiscreatedinefficienciesun

6、certaintiesamongsttheusersofthedocumentsincreasedthepossibilitiesfdisputes.TheseproblemswererecognisedbytheHeadsofProcurement(HOPs)oftheMDBsassignificantaswerethebenefitsofstardisation.InresponsetheHOPsresolvedtoharmonis

7、etheirbiddocumentsonaninternationalbasisbymakinguseoftheFIDICGeneralConditions.FthispurposetheHOPsfurtherresolvedthatthereshouldbeamodifiedfmoftheFIDICConditionsofContractfConstruction1stEdition1999inwhichtheGeneralCondi

8、tionswouldcontainthestardwdingwhichpreviouslyhasbeenincpatedbyMDBsintheParticularConditions.FIDICalsorecognisedthemajbenefitstotheusersofthecontractsofharmonisationtheinclusionintheGeneralConditionsofthemaincommonchanges

9、requiredbyParticularConditionsinMDBcontracts.AccdinglytheFederationwaspleasedtowkwiththeHOPstoproducethisMDBHarmonisedEditionofthe1999ConditionsfMDBfinancedcontracts.Itisbelievedthatthemodifiedharmoniseddocumentwillsimpl

10、ifyuseoftheFIDICConditionsofContractnotonlyftheMDBstheirbrowersbutalsofothersinvolvedwithprojectprocurementsuchasconsultingengineerscontractscontractspecialistswkingonMDBfinancedprojects.Useoftheharmonisedconditionsshoul

11、dsignificantlyreducethenumberofadditionsamendmentstobeincludedintheParticularConditions.Neverthelessmostprojectswillhavespecialrequirementswhichwillnecessitatesomespecificchanges.Thisharmoniseddocumenttherefecontainsprov

12、isionfParticularConditionsashasbecomethepracticeinotherFIDICdocuments.ThisMDBHarmonisedEditionalsoincludessamplefmsfContractData(ParticularConditionsPartA)SecuritiesBondsGuaranteesDisputeBoardagreements.Ingeneralthisharm

13、oniseddocumentfollowsearlierFIDICrisksharingprinciplesfthetypesofcontractfwhichtheywereprepared.InmostcasestheamendmentswhichhavebeenmadetoproducetheMDBHarmonisedEditionoftheFIDICGeneralConditionsfConstructionarethoseari
