4、- jiang River, resulting in the Han- jiang river part of the river； especially downstream water quality deterioration is very serious. As The impact of the Han- jiang river “ water bloom”of the

5、 water in Han- jiang river. Since February 1992, the Han- jiang river suffered to several “ water bloom”the essence of that is the pollution of the Han- jiang river water. The situation is very

6、 serious. The problems results from serious aspects, There are many kinds of methods, such as：To deal with it technically, and we also from the perspective of river regulation and management

7、of governance. This article from the perspective of the Han- jiang river water government control and public participation on the management of the “ water bloom” ., to study on the Han- jiang ri
