森林環(huán)境可持續(xù)發(fā)展管理的理論與實踐.pdf

1、晰扛丈學博士學位論文摘要在近5(年中全球經(jīng)濟獲得了巨大的發(fā)展，但同時也帶來對人類自身生存與發(fā)展構(gòu)成嚴重威脅的環(huán)境問題，環(huán)境與發(fā)展成了全球關注的主題。自從1972年聯(lián)合國第一次環(huán)境大會以來，環(huán)境闖題雖然受到世界各國決策者與研究者的廣泛重視，并在行動上作出了一系列積極努力，但環(huán)境治理與環(huán)境保護并未達到所預期的效果。就全球而言，環(huán)境問題已由地區(qū)性的公害演變?yōu)槿蛐缘臑暮?，以生物多樣性銳減、物種滅絕速度加快、土地退化、森林生態(tài)功能急劇衰退、自然

2、災害日趨頻繁等為特征的森林環(huán)境晦題在發(fā)展中國家表現(xiàn)尤為突出。中國從1978年改革開放以來，在森林環(huán)境建設上取得了巨大成績，但森林環(huán)境形勢依然相當嚴峻。廣17一產(chǎn)生森林環(huán)境問題的根本原因是缺乏針對森林環(huán)境可持續(xù)發(fā)展的管理創(chuàng)新，未能就人類生產(chǎn)方式與消費方式對森轉(zhuǎn)環(huán)境不利影響、森林環(huán)境資本向經(jīng)濟資本過快轉(zhuǎn)換、森林環(huán)境單一性不可持續(xù)利用等實旌有效的調(diào)節(jié)與控制。對森林環(huán)境利用者的態(tài)度與行為自動有益于社會的轉(zhuǎn)變?nèi)鄙偌睢７钫撐闹季滓延欣碚撗芯颗c實踐

3、成果為基礎，針對森襪環(huán)境問題，研究森林環(huán)境可持續(xù)發(fā)展管理的理論框架和實踐問題，以解決我國森林環(huán)境問題和實現(xiàn)森林環(huán)境的持續(xù)利用。注要研究結(jié)論是：1可持續(xù)發(fā)展理論與宇宙飛船經(jīng)濟論、增長極限論、環(huán)境危楓論、外部性理論存在淵源關系，可持續(xù)發(fā)展理論是這些理論研究的回歸。2森林環(huán)境變遷態(tài)勢與森林環(huán)境利用模式之間存在對應關系，目前發(fā)達國家總體上森林環(huán)境處在正向變遷階段，而發(fā)展中國家總體上森林環(huán)境仍處在逆向變遷階段，中國森林環(huán)境則處在逆向變遷減緩的態(tài)勢
