5、tion. The quality of graduate students is directly influenced by multiple factors such as supervisor's comprehensive quality, teaching level, educational philosophy, and professional dedication. In recent years, with

7、rrent Situation of Imparting Knowledge and Educating People of Graduate Student's Tutors </p><p>  1.1 Poor Sense of Responsibility of Graduate Student's Tutors </p><p>  Tutor is the fi

8、rst person in charge of training graduate students. The reason why the tutor responsibility system is implemented in postgraduate education is that a lot of knowledge can't be obtained from books and materials, and h

9、as to be subtly taught by tutors through personal example as well as verbal instruction. However, many factors make the instructional time and energy of some tutors inadequate for graduate students. Because of admission

10、expansion, graduate students instructed by some t</p><p>  Teacher is the one with both high knowledge and moral integrity. Therefore, teacher, as a model for students, should set a good example not only aca

11、demically, but also morally, because the two sides are closely linked. In teaching and learning, graduate students will be subtly influenced by a tutor's knowledge structure, educational philosophy, life experience,

12、etc. In recent years, because of the guidance from some mechanisms, some tutors are hard to avoid the eagerness for quick success and in</p><p>  1.3 Necessary to Improve the Environment Provided for Graduat

13、e Students </p><p>  Graduate students, to carry out paper work under the guidance of tutor, need not only selected subjects of frontier disciplines or practical significance, but also sufficient research fu

14、nds and necessary experimental conditions. For the above-mentioned various reasons, some teachers have less time and energy in academic research and become casual in scientific research once they become a tutor. Currentl

15、y, some tutors do not have scientific research projects, and their scientific research used fo</p><p>  2 Disadvantages of Existing Evaluation Mechanism for Graduate Student's Tutors </p><p>

16、;  At present, the reward and punishment evaluation system continues to be used basically. On the one hand, in the evaluation, high importance is attached to the scientific research results and abilities of tutors, but t

17、he evaluation on the process management and guiding role of tutors in training students and the academic achievements made by students is relatively weak, and the enthusiasm of training students and the quality of traini

18、ng are not high. On the other hand, the discipline characterist</p><p>  Now that teacher is an important factor for ensuring the quality of training graduate students, it is necessary to introduce new theor

19、y and technology for changing the standards of evaluating graduate student's tutors in the reward and punishment evaluation system, and implementing development-oriented teacher assessment. Thus, teaching can accord

20、with educational principles better. It is innovative to construct a competency model focusing on the future development of graduate student's tutors f</p><p>  3.1 The Concept of Competency </p>&

21、lt;p>  Competency refers to the personal potential character that can distinguish the persons with remarkable achievements from those with common performances in a job. It can be motivation, specialty, self-image, att

22、itude or value, cognition or behavioral skills in a field, and can be any individual character that can be reliably measured and counted, or significantly distinguish excellence from general performance [3]. Studies on c

23、ompetency have been widely used in management, medicine, education, ps</p><p>  Along with the development of the studies on competency model and through analyzing the goal of training graduate students, the

24、 particularity of training process, the important role of graduate student's tutors and the intension of competency, a competency model for the evaluation system of imparting knowledge and educating people of graduat

25、e student's tutors is established, and will provide a theory support for the development of the studies on the evaluation system of imparting knowledge and e</p><p>  First, the evaluation system of impa

26、rting knowledge and educating people of graduate student's tutors based on competency model is helpful for optimizing the selection system of graduate student's tutors. The special characteristics of the knowledg

27、e level, skills and work nature different from other teachers are decided by the postgraduate education's goal specificity (training high-tech intellectual talents). Through the construction of the evaluation system

28、of imparting knowledge and educating</p><p>  Second, introducing the concept of competency in the evaluation system of imparting knowledge and educating people of graduate student's tutors allows educat

29、ional management department to have a proper teacher evaluation system for adopting effective incentive mechanism for teachers with training abilities. Thus, the enthusiasm of teachers is aroused; teachers are promoted t

30、o constantly update their knowledge, keep enthusiasm in scientific research creation, and strengthen tutor post consciousne</p><p>  Third, the evaluation system of imparting knowledge and educating people o

31、f graduate student's tutors based on competency model is a development-oriented evaluation and plays a guiding role. According to these indexes in competency model, graduate student's tutors can make objective an

32、alysis and evaluation on themselves, and find out the difference from others. Thus, the future working direction and improvement path can be determined, and then personalized development plan can be made for consta</p

33、><p>  4 Conceiving the Framework of the Evaluation System of Imparting Knowledge and Educating People of Graduate Student's Tutors based on Competency Model   12 factors for the model are determined by th

34、e author; the competency of graduate student's tutors from the simplest skill to the deepest personality trait is divided into four dimensions: teaching ability, scientific research ability, ability to train graduate
