2、conomic growth is an important indicator of the country's achievement, and an eternal topic of concern to countries in the world. The traditional economic growth theory deems that economic growth is made of a number

3、 of factors, including the amount of labor's increasing, physical capital investments’ increasing, technological progress and the reform of the system. Sine the 21st century, around the world trend of economic dev

4、elopment, science and technology has been gradually replacing the competition era of the labors and resources, while the technology economy is essentially a kind of human capital as a support economy. Thus, a country or

5、 region's the human capital of the quantity and quality has a direct impact on the country or region's development potential.The region's economic growth is inseparable from economic growth in the industry

6、.Thus, this paper has used human capital's effect on economic growth theory in industrial level ,using more in­depth analysis of industry data of human capital on economic growth. Tianjin,as a coastal opening c

7、ity and the northern key economic center , in recent years,has sustained and rapid economic growrh.At the same time led to the rapid flow of human capital.In the knowledge economy period , various factors of production,

8、 especially the degree human capital on economic growth has attracted many scholars’ attention. Therefore, this paper studied the characteristics of the development of human capital in Tianjin, based on which the paper

9、 further analysis the distribution of human capital in three industries. The results showed that the overall level of human capital in Tianjin is raising, though there are differences in the distribution of industry in

10、ternal, especially the distribution in superior human capital. Then the paper calculated the second and tertiary industry in physical capital and human capital from 1988 to 2008 in Tianjin through build effective labor

11、 model and human capital externalities model, adopt regression to investigate direct contribution and indirect contribution of human capital on the growth of the second and tertiary industry, the direct contribution ra

12、te of economic growth and indirect contribution. In the end we got the conclusion that physical capital and human capital has played a positive role in promoting the growth of the second and third industry, though the c

13、ontribution of human capital on economic growth is relative lower, physical capital investment is still main driver of economic growth to the secondary and tertiary industry. Finally, based on the above conclusions thr

14、ough quantitative analysis and empirical analysis, this paper proposed the relevant policy recommendations on economic development in Tianjin from the perspective of human capital. KEY WORDS: human capital，economic grow
